Description: This 16 page booklet contains the text of Governor Joseph Foraker’s annual message to the General Assembly of Ohio on Jan. 2, 1888. Foraker (1846-1917) was the Republican governor of Ohio from 1886 to 1890. While in office, he proposed many reform measures, few of which were successfully passed by the legislature. Such measures dealt with issues such as election practices, the increase of state revenues, and municipal corruption. Foraker also established boards to administer Ohio’s penitentiary. Following his two terms as governor, Foraker went on to serve in the U. S. Senate for two six-year terms. View on Ohio Memory.
