Description: These 26 pages contain the text of Governor Michael DiSalle’s annual message to the General Assembly of Ohio, delivered on January 8, 1963. DiSalle (1908-1981), a Democrat, served as governor from 1959 to 1963. Upon taking office, DiSalle increased state expenditures by raising taxes, despite Republican opposition. DiSalle intended to use the money to improve education, correctional facilities, and highways. However, when in 1961 the assembly drastically cut his proposed budget, DiSalle responded by vetoing the entire appropriations bill. Ultimately, the legislature passed a smaller appropriations bill.
