Description: Photograph of James A. Rhodes (1909-2001) of Columbus, Ohio. He served four terms as governor of Ohio from 1963 to 1971 and 1975 to 1983. During his terms, he worked to enhance Ohio's economy through lower taxes and through sending Ohio officials to other states to recruit businesses to come to Ohio. These officials became known as "Rhodes' Raiders," as they raided other states for businesses. He was Ohio's governor at the time of the Kent State shootings in 1970, and was criticized for his handling of the events. Rhodes also served as mayor of Columbus from 1944 to 1952.
